Think of it in terms of percentage. How many shares are out, total? A perfect consolidation pattern, or cup and handle set up, should see at least 15% of shares 'turned over', but more is always better. So, if 35% of shares are bought/sold while the share price trade relatively flat... then you have a much higher likelihood of being able to trust that pattern.

Yes, a few months is about right. IMPORTANT part of the pattern is the handle, so it needs to be a few weeks typically, with strong shareholder turnover.
